0007033: Make Fedhas plant protection more consistent

Description

This is not a new issue to .13, I encountered it through the ends of .12 development as well.

Having just finished a Fedhas game, I was struck by how inconsistent and unintuitive the protection he provides plants from spells. Freezing cloud to fungus? Protected. Freezing cloud to spores? Nope, as I found out when 3 blew up in my face. Tornado affects plants but IMB doesn't. Conjure ball lightning? Goodbye friendly mushrooms.

Not that I was starved for piety at all, but I was also surprised the first time I used tornado in Swamp, knocked over a bunch of trees and got the guilty message. At the very least, I would have expected a message similar to the one that comes up when friendlies are around confirming the cast.

I didn't get a chance to test Fire Storm, Ice Storm or Shatter but I wouldn't be surprised if the first two did not affect plants and the second did. And while I had OoD, I never ended up using it, so I don't know if it affect plants or not. I would guess that it does.
