0006895: "That item can't be selected now." instead of the failure reason

Description

Whenever an item-related action fails, you receive that unhelpful message instead of whatever is the actual reason the item can't be used.

This is caused by a part of bab35525: it used a hamfisted way to make filters authoritative. Reverting parts of that commit would risk bringing back whatever bugs it fixed -- is there something more than just using melded? I seem to recall some other issue has been mentioned.
