Summary 0004403: SpFi and SpGl start with a shield and spear equipped
Description Spears are two-handed for spriggans so these backgrounds should either not give a shield or not start with it equipped if the spear is chosen.

 No SpFi[polearms], no problem.

Halflings and kobolds can't start with these anymore as well (no upgrades).

Now let's get rid of halflings altogether and we're golden.
