Summary 0011963: Pandemonium levels don't load properly
Description This bug is completely reproducible on Windows Tiles and WebTiles on 0.24-a0-271-ga0fc33f. I haven't tested on any other platforms, but I suspect that, at least, all Tiles builds have this issue, and Console builds may also have this issue.

When entering a new floor in Pandemonium, only monsters, items, portals and features, and some vault-defined walls, will load. Most walls and all floor tiles do not load correctly, and instead show up as black space. Additionally, rune announcements do not occur, and the levels visited section on the morgue file lists only 1 level per visit to Pandemonium, no matter how many levels are actually visited. The minimap renders correctly, and autotravel/autoexplore also function correctly. The map fixes itself completely on save/reload, but will break again when entering a new floor. The prompt on attempting to leave a floor with a rune also functions correctly.

To reproduce this bug, one can simply start a new game, enter wizmode, use &~R to travel to Pandemonium, and then enter a portal to another level of Pandemonium. This second Pan floor will not render correctly. The bug is reproducible on all game types: seeded and unseeded, pregenerated and non-pregenerated.

This bug is caused by the latest commit a0fc33f. Reverting this commit will fix the bug.

I verified the behaviour in local tiles and webtiles, and confirmed that the revert fixes the problem in local tiles. I've pushed the revert as https://github.com/crawl/crawl/commit/14115134c206 [^] - we can un-revert with a fix once we understand the cause.
