For me, it's usually the first res I try to get - it lets you cast mephitic cloud on range 1, helps a lot in tight spots.

. You don't have many completely horrid artifacts, you have a good number of bad, but not ctrl+q worthy artifacts, you have a large number of artifacts that are good, but not amazing and then you have don't have very many artifacts that make you win the game right then and there.
