Is this normal?

Glowing shapeshifter on D:2. Is this some Xom trickery? Luckily it turned into an adder as it came to melee with me.

Upon closer inspection looks like it was originally a goblin and Xom polimorfed it into glowing shapeshifter (?).

If you're asking "Can Xom do X?", the answer is likely "yes".
