Ghosts are pretty simple to deal with - just use each staircase down to explore a decent chunk of the level, and then once you've explored most of the level around the ghost, just move on and come back later to deal with it, much like you would with any powerful unique. That's why player ghosts are the only enemies in the game that can't follow you through staircases, to make that a possibility. Remember, you don't have to fight everything.
I do, however, agree that draconian ghosts are a bit much - running into something that can spam bolt of draining at you is a huge pain, and is way too strong with an early ghost - just getting hit by one or two of those at DL:5 or so gives a really crippling amount of drain.
I would suggest, to the makers of Crawl, that they give draconian player ghosts upgrading breath level based on how strong they were when they died - maybe step it up with Pain "breath" at level 1 (Not exactly a traditional "breath" weapon, but hey, neither is yellow, purple, or mottled), upgrading to a small cloud of miasma, and then maybe ghostly fire, and then finally draining. Or something like that, I'm not amazing at judging this stuff.
(Not to mention that draconian ghosts tend to be insanely hard to deal with just because of their relatively high AC, EV and HP for the early game).
