Agreed. It's frustrating that one of the only REALLY GOOD targets for silence is un-silenceable.

This reason btw applies totally to curse skulls too - having never checked, I always thought they were susceptible to silence

But they HAVE had functional vocal chords in the past, so you could infer that maybe they are able to speak through the same magical means that are keeping them alive after death.
Curse toes have never had anything resembling functional vocal chords.
