The devs don't seem to like to 'fix' spells by increasing their level. Otherwise Haste would have been level 8/9 a long time ago...
Edit: that's not completely fair, though, there have been some spell level changes in the past.

I found at least these: blade hands was 4, bolt of cold/fire 5, borg's 6, call imp 3, cause fear 5, control undead 6, controlled blink 4 (!!!), death channel 9, dispel undead (edit:4), dispersal 7, dragon form 8, fireball 6, fly 4, freezing cloud 7, haste 8 (HASTE WAS 8 WHY WAS IT CHANGED), ice form 5, ignite poison 7, lightning bolt 6, metabolic englaciation 7, ozocubu's refrigeration 5, ring of flames 8, silence 3, simulacrum 7, slow 3, statue form 5, teleport other 5.

people asking for haste to be level 8 are just the people that want haste to be removed but don't think the devteam is willing to do it. i dont think anyone actually thinks they would use it at level 8, i mean the entire reason it was lowered from level 8 in the first place was that nobody used it!

I was under the impression that haste as a spell is considered to be too powerful. But if I'm mistaken then there's nothing to fix. Personally I wouldn't mind if casting haste in plate was not something you would do in a 3-rune game.

Certainly higher spellpower is considerably better than lower spellpower, but you get the full boost to UC damage immediately. Plus, even low amounts of AC are a huge boost to octopodes/felids, although certainly less so for other races. I'd cast a 10 spellpower statue form on an octopode, if I didn't self-explode from it. I'm casting it with one ring of wizardry now, I was tempted to go back up 5 floors to where I dropped the second ring of wizardry, but I didn't bother. With one ring of wizardry it already comes online pretty fast.

Agreed, I wouldn't want to join xom and try to find statue form for an off chance of it being lower, I was mostly just theorycrafting on Statue Form being level 3 and ignoring the rest. Apparently it used to be level 5

Wizlab with weird blinking machines was removed in trunk so I guess %Tele is bad for game play.
