Hill giants don't spawn naturally on D:5 or anything like that in trunk. If you spent a long time on the level, harder monsters start spawning and that probably caused the hill giant. If not, there are still occasional out of depth spawns.

The maximum possible is a 9 level difference, or 5 on D:1; add random2avg(27,2) as a special farmer penalty which only triggers after ~1k turns and is quite rare even then.

That or a vault did it, i know there are one or two really early vaults that can spawn 8s (ridiculously out of depth stuff)

Also - is it trunk, or just me, who forgot how weak Op is?
I know, I weared ring of fire, but rCold++ and EV 36, and I was raped by frost giant just like that?
Or is it a clustering illusion?

No, I entered floor, got message about portal, used ?mapping, and was running to portal.

So then it was a standard OOD spawn. And yes, it's just you, frost giants have always killed characters with 6 AC and it seems like he got a couple melee hits in. Even with a cold branded weapon, the majority of melee damage is physical, and it seems like the bolts of cold were secondary to that.
