CYC is lax, but it isn't "anything goes," obviously.
I received a report about the thread, but didn't just jump to the conclusion to lock. I would be fine with a sprite thread in CYC that wasn't strictly Crawl related, and I said as much in my PM to bcadren, but I also said that I don't think his original post in that thread was the right way to go about that. In my view, it did seem too much like a personal blog-type post. There's no super strict formal rule here, and I generally want to be "live and let live" particularly in CYC, but on the other hand I don't think any of us want the Tavern to become subject to spamming; I don't think it was bcad's intent to spam but a thread with a title like "Hey did you know I used to...." etc. is inching dangerously close to that sort of territory.
Anyway, In my PM I encouraged bcadren to start a new thread either in contributions (serious submissions only, crawl-related content only) or CYC (more lax on both counts) and I even said that I would love to see bcadren, Bloax, and others throw some funny/cool sprite art up on the Tavern, and that I would sticky it once it got rolling and would do everything in my [extremely limited and ultimately, alas, inconsequential but let me pretend otherwise, alright, thanks] mod powers to support it.
Threads get moved, posts get moved, and occasionally threads get locked and sometimes when these things are done it isn't a majorly dramatic thing.
Nonetheless I obviously should have posted an explanation at the end of the thread when I locked it, since the reasoning might not have been obvious. (Unlike when a thread gets really flamey or whatever, in which case a lock may be more self-explanatory.)
Of course, if people overwhelming feel this was wrong and other mods disagree it is simple enough to unlock it. But at the moment I stand by my decision to lock that thread (with no disrespect or ill-will toward bcadren at all for having posted it).
