Skills instructions don't work in tutorial?

Hi,

I am going through the Tutorial and got the message

One of your skills just passed a whole integer point. The skills you use are
automatically trained whenever you gain experience (by killing monsters). By
default, experience goes towards skill you actively use, although you may
choose otherwise. You can train your skills or pick up new ones by performing
the corresponding actions. To view or manage your skill set, type m.

Within the skills menu I got confused because '!' does not do anything, nor does hitting any of the keys associated with skills (a, b etc.), nor cycling through the list and hitting enter. Can't toggle any skills. Given that when I start a full game, all of this seems to work, I suppose it's disabled specifically for the tutorial? If so, it would be helpful to show a custom text, otherwise the newbie is left wondering whether there is some keyboard or other issue...
