Chain Mail

Chain mail should have an EV penalty of 3 matching dragon armour. At the moment it's usually just ditched for a plate and the choice between chain mail and dragon armour is a no brainer. Even with an EV penalty of 3 it still won't be that great but some people might pick it over a plate.

Also leather should probably be changed to 0, ring to 1, and scale to 2. Atm you either stick with a robe/plate until maybe swapping to a dragon armor. changing their ev penalties would remove these no brainer decisions and add more variety to gameplay.

EVP has been changed to encumbrance rating and chain has been merged with splint and buffed to 8 AC. Further changes to the dragon armours might be welcome, but you should test what has already been changed.

also, using leather rather than robe is pretty common.
