What is the policy on Unrandart implementation?

I was wondering how strict the implementation policy it when it comes to new Unrandarts, particularly fixedarts.

are they similar to vaults, in which (given that its well coded and not blatantly imbalanced) they can be easily added to trunk for testing, or more like other forms of content, which are likely to be subject to intense scrutiny beforehand? Is there any particular restriction on Unrandarts or a reason why the community doesn't want / expect more of these?

I say this because after some more time studying the source code, I want to try and collaborate a bit with the Crawl project. I was thinking of doing some simple Vaults to start with, but I thought I would ask this because I love the flavour behind many unrandarts, and trying to put together a couple of those could be very fun. Before I go for it though (which is likely to take a while anyway) I wanted to make sure I'm not doing anything blatantly useless.
