Currently most evokable items use little or no mana.

Evocations skill is already quite powerful; there's no need for it to have the side effect of giving bonus mana shield if you're one of those characters who ignores spellcasting and inovcations.

I forgot DD and their stupid no-regen gimmick exist.

Whatever, adjust the Heal Wounds mana reduction chance down to compensate.
