Why was Hat of the High Council removed?

Why was Hat of the High Council removed?

Scimitar of flaming death and the dagger of chilly death were pretty boring and I won't miss them, but I thought hat of the high council had good flavour and mechanics in addition to being a hat and thus niche valuable for octopodes, players with one or two head mutations, etc. Anyway, I'm not demanding it be brought back, but I'm curious what the rationale was.

It's one of a very large number of mechanically similar unrands that improve
spellcasting in some way at a cost (robe of Folly, hat of Pondering, Majin-Bo,
Maxwell's Etheric Cage) and probably has the least interesting downside
of them (and orange crystal plate is also similar in practice, since it has
Archmagi but reduces success by virtue of being CPA).
