Limit # of player ghosts within a range of floors

In current game I'm partway through lair and just encountered my 4th player ghost just in d1-8 and l1-5. this is at least two times too many. they're all easily escapable but unkillable or unreasonably risky for me at current power level without burning a lot of consumables. the result is they just make the game feel unnecessarily cramped. if player ghosts have to exist then there at least should be a cap on how many we have to deal with at once.
