Proposal: make vampiric bite work on demons
Vampires suffer from the same issues as Gozag followers before 0.17:
* In beginning and up to orb chamber they function well, as there are plenty of living enemies to affect and exploit.
* If players decide to tackle extended content, they soon find their powers lacking and even obstructive. For example, both golden touch and vampiric bite were useless in planes of holies, Cerebov, Mnoleg and Gloorx Vloq, because no natural monsters dwell there.
However, in case of vampires it's even worse. If vampire players start running low on blood, they need to either tolerate absence of healing or leave lategame branch and take a trip to nearest - usually intentionally left untouched - branch with natural monsters, like Orc, Elf or Vaults, and grind some bottles.
Unlike Gozagites, vampires can't change their race. In endgame their trademark ability becomes extremely limited, and in those situations that matter they act as humans with questionable aptitudes.
Possible solution:
As stated in header. Fix them the same way Gozag was fixed.
Flavor-wise it could be knitted with realization that vampires don't drink blood, but thrive on suffering of other living creatures. Gameplay-wise, vampires could get an ability to "drain essence of suffering" on level 12-21, extending their vampiricism to demonic and holy monsters and causing those to drop bottles of blood.
This solution would emphasize uniqueness of this race and give players more freedom and an incentive to employ unusual tactics.
