Mark scrolls of noise as harmful or remove them outright

Now that noise doesn't break mesmerisation anymore (in trunk) there really is no reason to ever use these, at least I can't think of anything.

So I guess they only exist to punish blind reading now... maybe?

It's more effective than shouting at attracting uniques on empty floors. Sometimes tracking them down can be a pain.

So don't track them down and just go down the stairs instead

I'm a completionist. Even if I don't kill a unique when I first notice them, I'll always go back and hunt them later, if possible. Besides, sometimes it's worth killing them ASAP to take their stuff and/or get the experience boost.

You can just use X ctrl+F to re-explore the level, though.

True, but that generally takes longer (in game time), especially because you're not guaranteed to encounter them in a single autoexplore sweep. Which brings up a second use for scrolls of noise: if you get hungry while travelling between levels, you can read one in the hopes of attracting food (though I don't consider this a justification for keeping scrolls of noise in the game).

Yeah, sometimes when you kill Natasha 3 times you get a potion!

This sort of edge case just seems like more reason to remove scrolls of noise.
First of all, making noise in those situations is still usually bad, and second, you can just shout, or evoke a disc of storms - even at 0 evo it works, and makes the same noise as the scroll.

Just another case of X getting nerfed or removed for literally no reason at all. Report and move on.
