Why? Most everything else in the game has moved towards "let the player train for what they have in their inventory"-ex, player no longer has to have shield equipped to train Shields, just has to have a shield in inventory.
Why shouldn't you be able to train necromancy for pain brand when pain brand directly benefits from necromancy? If the reason is "so that players are pushed towards getting necro spells alongside it", they are already pushed towards getting necro spells alongside it by virtue of having the skill and also necro spells being really good.
If it's just "because it's not a bug, this may be changed but not via a bugfix" feel free to disregard the tone if not the point of this post
