Make an option to set the maximum level to train a skill

In the skill screen make it so you can hit an option to select a skill and set the skill level you want to turn the skill off at.

I'm not really convinced this is a useful enough thing to be worth adding to the already incredibly cluttered skill screen, but it's possible to do in Lua currently - see the Miscellaneous section of elliptic's rc, and then macro a key ingame to ===set_target_skill to use it. Could be a potential candidate for the (currently mostly unused) advanced_optioneering.txt file.

It's not possible to do in Lua currently because a single kill can give more than one skill point, leading you to overtrain the skill unless you turn on several other skills to absorb the extra points.
