not-evil Lugonu, not-chaotic Makhleb, chaotic Gozag
One: distortion weapons are not evil. For good reason! We don't want the good gods to make your hand unusable, or make you risk wrath or banishment. This is a discrepancy: Lugonu is evil, but its signature brand isn't?
Two: impromptu conversion to Lugonu is often used to exit the abyss. Death to wrath can be less likely than death to remaining in the abyss to look for an exit. But if you already have a god, you are always punished for converting to Lugonu. Making Lugonu not evil will make players sometimes experience the unusual grace of Elyvilon/TSO in a way that matters.
Three: the abyss's connection to demonic monsters has weakened significantly over the past few versions. Nonliving, natural, and even holy monsters are rather common there now. Maybe demons just have a tendency to end up there, with all those abyssal gates everywhere in Pan?
Make Makhleb not chaotic, just evil.
This is just to simplify, because it makes no in-game difference whatsoever. Zin will still be wrathful if you leave him for Makhleb, because Makhleb is evil. Makhleb's connection to chaos is tenuous - mere randomization of his destructions, which is something shared with Qazlal. Finally eliminate overlapping god alignment, and have 4 simple categories!
Make Gozag chaotic.
Gozag's bribe ability makes brother turn against brother, which is unbridled CHAOS and TREACHERY!
Gozag's golden touch enforces desecration of intelligent corpses! Mr. anti-chaos Zin hates that!
Gozag hoards all the gold, donating not a penny to old Zin!
