Put starting weapons on 'a' and 'b'

A little irritation I've discovered with the hunter background is that the ranged weapon is assigned to 'a' and the melee weapon is assigned to 'c', meaning that you have to adjust your items if you want to use autoswap to switch between them.
Thus, proposal: if a character starts with two weapons, they should be assigned to 'a' and 'b'.
