Strategic Consumables Reform

I propose to remove the overlap of strategic consumables with the scroll item type. A new item type can be generated for these strategic consumables. This will allow -scroll to be a meaningful tactical debuff without impacting strategic resources. Further, these items can be goldified and accessed thru one of the existing menus or when you inspect an item in your inventory etc...

Bikeshedding items
Enchant Weapon -> magic whetstone
Brand weapon -> Branding whetstone
Enchant Armor -> Hammer of smithing
Recharging -> Charging Dust

Then let's do the same with potions and bring back nausea as a tactical debuff on quaffing! (Not on eating; "You manage to choke down the food despite your upset stomach.")

There's no -scroll species, and you don't enchant your weapons during combat anyway even when worshipping Ru. What's the point of -scroll?

Purely (or almost purely) strategic consumables that I can think of:

Scrolls:
Enchant Weapon
Enchant Armour
Brand Weapon
Identify
Remove Curse
Recharging

Potions:
Mutation
Beneficial Mutation
Cure Mutation

I think partly so that future discussions of a scroll-less species don't involved debates over the implications of not having access to strategic scrolls.

1) a species that has access to strategic scrolls but not tactical scrolls
2) a species that has access to tactical scrolls but not strategic scrolls
3) a species that has access to neither strategic nor tactical scrolls

What makes you assume that #1 is better and more interesting than #2 and #3?? Especially since formicid is halfway #1
