The devs tend to not make changes to problematic features if there already exists fundamental issues with it that need to be fixed. Changing the level of necromutation is whats considered a "Bandaid solution."
Stone form should definitely be level 5 though, blade hands is absolutely on par with it in terms of power so I think the added exp investment into earth magic in addition to statue form being extremely rare makes it a justifiable reason to make the change.
Also, what is it with this new "remove X school" fad? Transmutations isn't going to be removed, period, nor is discussing its removal productive. You can't just pinpoint a few spells that are somewhat problematic and make the argument that the entire school needs to be removed and overhauled(or even fixed slightly). Most transmutation spells are actually quite well designed and very enjoyable to use. Only being able to use 1 form provides interesting choices throughout the game that allow the player to decide what form is best suited for each situation. Additionally, each transmutations spell has significant drawbacks which make choices even less of a no-brainer. There is no "Transmutation problem", maybe a "Charms Problem" but transmutations are far from problematic on a fundamental level like charms have been.
To all new players: Ignore all strategy guides posted on the wiki, ask questions in the Advice forum, players with lots of posts normally have the best advice.
