Allow Staves to Open Spelltraining

Wielding a Staff of Air is a bad reason to train air magic, but it's still a valid reason and it might not be as bad as memorizing a spell you won't be able to cast for a long time and train it. I'd like the option to be able to train (spellschool) for the staff evocation alone (and similarly Necromancy for Pain Weapons).
I'm beginning to feel like a Cat God! Felid streaks: {FeVM^Sif Muna, FeWn^Dithmenos, FeAr^Pakellas}, {FeEE^Ashenzari, FeEn^Gozag, FeNe^Sif Muna, FeAE^Vehumet...(ongoing)}

I have a feeling Crawl will eventually lift all restrictions to training trainable skills. Probably not tomorrow.

I opened a bug about this several months ago, and the decision was not to allow this.
