My intuition:

Short answer, no. Long answer, if someone makes a patch that serves as great proof of concept, maybe.

I'm also thinking that the answer is no, but I'm pretty sure someone said they'd think about it in the future, back around 0.10-0.11 I believe. I may be wrong though. There was a discussion about buffs being permanent with a steep cost to sustain, but that's not something I was wishing for anyway.

I think perma forms are ok, because each form has an associated drawback. This is unlike many Charms for example which can be active with no penalty.

No idea though whether there is a dev consensus, let alone what individual devs think. Probably not a very important issue either way.
