If we're gonna get rid of the drain penalty, replace it with something tactical, not with rot. Item destruction was removed for a reason, I have no idea why you think having an amulet that destroys a few curing potions every time you take it off would be a good idea in any way whatsoever.
This. This is the best. A thousand of awesomes. What an awesome use of the division of tactics and strategy! So "oDismissal has the "dizziness" when put on, and such.
And Laraso, you're probably right, but better than either *Drain or *Rot would be something like HP dropping, as if you were tormenting a DD with rN+++. (Maybe 10, 20 percent drop?) I'm sure some bright mind can think of flavourtext for that.
Of course, you have the issue of "if I take off the "oH, I'll die," but dizziness in combat could easily mean death, too.
