I actually encountered and killed a swamp dragon, and am now the proud owner of its skin. I have no idea what to do with it in order to make proper armor of it though.

You don't need to spend an identify scroll trying to ID armour because it automatically and fully ID's on wearing. Unless you were scared of a curse, in which case you should have just had a detect curse or remove curse scroll handy.
I would actually recommend sticking with your current armour because while rPois from the swamp dragon armour is nice, you already have it from your buckler. Your ring mail is at least Dwarven in nature and offers rN+. But you'll want to upgrade to some ego heavier armour ASAP like a chain mail or banded mail (hope Okie gifts you something good).
Are you still using that +5,+5 hammer (crush, Int+1)? That weapon is WAY too weak for this point in the game, you want at least a spiked flail or something. Okie should have gifted you a nice weapon by now, but if he hasn't, you'll want to keep on the lookout for one. You seem to have gotten a +5,+6 dire flail earlier, why not use it? Unless it has something awful like +MUT.
And as for spellcasting, I would honestly recommend forgetting about it because if you're like most heavy armour fighters, you're gonna want to use a gold dragon armour and large shield in the endgame, and those things are so heavy that level 1 spells will be at Useless, even with a ring of wizardry. Unless, of course, you plan to stick with something lighter and somewhat better (like a +6 chain mail {rF+}). Still, the large shield will cause trouble, especially with your low Intelligence. Don't hope for anything beyond level 2 spells (Apportation, Repel Missiles, Swiftness, and Blink are still manageable). Forget about Maxwell's Silver Hammer and Stoneskin; the latter only provides earth_magic/5 + 2 AC, which, at your current level, is a mere +3 AC. It's a crappy spell in general that maxes out at +7 AC, but there's no way any normal 3-runer will ever reach that point.
Quaff your potions or ID them. Seriously.
Keep Fighting turned on forever, absolutely no reason to turn it off. I would also recommend keeping Armour and Shields on because they scale nicely with skill and train rather passively. Turn off Evocations because it is rarely used and has negligible effects (unless you worship Nemelex, which you don't). Turn off Fire magic, Earth magic, and Transmutations.
