At reasonably high power, Sure Blade provides a +10 to accuracy. Compare that to the EV scores of typical high-EV monsters, like orc casters which have EV scores of… 10. Enemy spriggans tend to have EV scores in the 20-25 range, and dodging stuff is one of their two gimmicks, the other being the fact that they are nigh-impossible to outrun. Top-end EV uniques like Ereshkigal and The Enchantress have 30 and 40 EV respectively, but remember you're stacking that +10 onto a character than has accuracy from fighting, weapon skill, and is using a weapon with an accuracy bonus besides.
Crawl is really not geared to handle a slotless +10 to accuracy that stacks with all the other boosts you can find.
