Does cursed gear still "count" for the purposes of Ash piety gain and skill boosts if it is melded by a transmutation?

yes

Testing in wizard mode, yes, it seems to be the case. In spider form I'm getting a boost to my axes and armour, even though I'm not actually using them.

I would assume you still get the piety boost.
