I found this thing in L:6. Even with the good aptitude, is it actually worth investing into Shields skill for the Int increase with the *Slow? Should I just go get a regular shield? ctrl-f shows no bucklers and a single ordinary shield besides this randart. What should Jesas do?

Personally, I would use it. Int+7 would be too much to resist for me, plus a shield works well with your amulet of reflection. I don't consider *Slow _that_ bad.
