Are statue form or dragon form worth learning for this character? I've gone through a 3 rune NaTm of chei before using just blade hands. Dragon form just sounds fun, curious how useful it would be. I'm only planning on doing 3-5 runes for this character if that helps at all.

I'd go Statueform. I don't think it's unequivocally better than blade hands, but you've already won a game with blade-hands.
Long term, I think Statueform gets comparable defence to blade-hands if you get a big shield (which also gives the option of reflection

), worse melee offence, and the ability to cast high-level magic.

I think Dragonform Naga is really good. (Compared with a human Dragonform, you get +20% hp, MR+.)
With Chei though, I think Dragonform isn't very good. Dragons are squishy in a really weird way (really high HP but low defences), which often makes fleeing necessary (at least in my experience with non-Chei Dragons.)
Also, you'd lose the power & spamability of Naga Slouch. (Both piety gain and damage scale with the speed difference between you and your opponent.)
If you want to have some fun with extreme melee offence, there's nothing to stop you memorising Dragonform and trying it out. One of the nice things about Dragon and Statueform is that you can switch between them fairly freely. (Though some might see this as a waste of spell levels, food an mana

)

Statue form slows your NaTm down even more than usual, so your Slouch gets another boost. The durability is also great.
On the other hand, Dragon form gives a massive amount of HP for your enemies to chew through - which tends to happen quickly. The AC and EV values are nothing particularly amazing, though the +15 stats help with that. The real draw is the sheer unarmed destruction, you can chomp most enemies to death with two or three hits. Calling DF a "glass cannon" is an understatement, so make sure to have other methods of survival (or another form) at the ready.

So, SF is good against many problems at once, while DF can make your 1 vs. 1 matches really funny.

Finished Vaults 4, looking to go to Elf next. I found a naga barding that I had missed and a plate randart with Int +6 and Slay + 5, so I might just stick with blade hands for a while. I was able to kill Mara with a potion of might, so I can't imagine anything else in the game giving me problems. Might learn statue and dragon form later just for fun though.

Hydra form is just considered to be bad right?

yes Hydra form is almost always worse than dragon form. It can be better than the forms in the starting book if you haven't found dragon form yet. (It's better than Dragon form on V:5)

Also, I'd learn Irradiate. Yara's Violent Unravelling is only worth learning if you have enough spell levels imo, because it is very situational. Irradiate grants irresistible 'cleaving' damage, and is very good if you get surrounded.

Since statue form melds your armour, barding, and your natural scales, it decreases both your defences and offence, and makes you slow. Not just your movement will be extremely slow, your actions, like casting spells or using items, too. So casting statue form to use spells is also useless. I think statue form is useless for a Naga in general.

Dragon form also melds your armour, but gives huge damage and HP. You can kill many things with one attack, and most in 2-3. Many attacks ignore defences, the huge HP helps there. Your movement will be faster as well, though it is not as useful with Chei.

Honestly I'd focus on Slouch and immolation. Dragon form might get you killed.

Safest option is probably something like Net TRJ -> Slouch -> Slouch -> Slouch -> StS -> StS -> StS -> immolation -> hope snakes kill something
or Net TRJ -> (lignification/Statue form) (Not sure whether this actually helps) -> torment -> Slouch -> immolation -> Slouch -> Slouch

I haven't done either of these recently, but I remember getting into trouble when I tried this without netting TRJ.

My preferred generic method to kill TRJ is: Kill every enemy on the floor except TRJ. Then get into the center, find a tile with only 3 adjacent non-wall tiles, where 1 of those tiles can only attack yours. Get TRJ's attention when it's on the side of that 1 tile. Make some summons (in your case sticks-to-snakes, but any summoning spell or sack of spiders works well) to clog up the side of you with 2 tiles. Let TRJ kill the summons on his side. When it gets to you, beat it up (probably use potions of speed/agi/might in advance). It'll produce slimes behind it (won't be able to produce slimes behind you, since those tiles are occupied). When it's low on health, TRJ will effectively "retreat" because the slimes behind it will swap places with it (they're considered "more powerful" at this point because TRJ is low on hp, and more powerful monsters will swap with weaker ones of the same genus). At this point you use some attack that will reach TRJ (in your case slouch, but generally a lightning rod, penetrating javelins, or portal projectile work well) to finish it off.

Dragon form is actually quite good as long as you're hitting things - yes it reduces your AC and EV by a lot, but +50% HP makes up for that pretty well, and the damage is way higher than blade hands (16 more BASE damage without considering the +10 str bonus, and since your base damage is so insane in dragon form, the +10 str is actually like 20 or so slaying worth of damage). The main problem with it is that it's a much more expensive spell (level 8 vs level 5) and that exp could maybe be better spent. Using blade hands all game, including slime, is fine.

Dragon form is level 7, not 8. Decent aptitudes can have it up by first S branch, should you find a book with it by then.

Ascended with 5 runes. First Naga ascension for me, last time I tried a Naga^tm chei I died on the orb run. Chei is pretty rough during that.

I ended up trying out dragon form for a bit. Was fun to mess around with, but it kind of seemed like blade hands is just a better spell. Doesn't seem like its worth giving up that much AC just to overkill things with damage. Didn't end up using statue form, maybe I'll try that on an octopod or something.
