SpAs of Wu Jian?

So on paper, a SpAs of the Wu Jian Council sounds actually broken. The lunge bonus is 125%. If the extra stab damage is increased then you theoretically kill just about anything with that. Also with the additional speed that spriggans get, you could dip out a tile, then immediately go back in for another lunge, and repeat that maneuver again and again. The damage doubling from the lunge would also help mitigate the problem short blades have dealing with heavier armor, allowing them to maintain viability. And in the early-mid game, the lunge would allow a stabber to cover that last tile and attack at the same time, so no more getting right up next to an ogre only for it to then notify you. And with short blades being more viable, during the heavenly storm, you could rack up a ridiculous slaying bonus with how fast they attack.
Maybe I'm just sorta naive on the whole discussion, so if anyone has actual experience with a build like that, and whether it would actually work, I'd love input.

So it works ok. It's not amazing or like overpowered or anything.
First of all, lunge gives it's bonus damage *aside from* stabbing, so it's not really much more damage, the power of Wu and stabbers is being able to use the stab *at range* stabbing already kills everything in one shot at moderate skill levels, so the lunge damage bonus is unimportant.
What's really good about Wu with stabbing is that you can stab, effectively, from more than one tile away (and with whirlwind, stab more than one person at a time)
Note that lunge-melee with a dagger sucks in exactly the same way as non-lunge melee with a dagger does, Heavenly storm helps mitigate the problem someowhat, but the fact is that pound for pound *any other weapon* would get the same bonus and do more damage to start with.
Additionally, the way the WuJian abilities work is you average out to the same number of attacks per movement as you would if you were attacking normally, if you try to lunge with an exec axe as a spriggan you have a .6 in 2.0 chance of even attempting an attack using a lunge. With a dagger with a normal speed character at min delay gives you two attacks (which if it's confusion gives you two possible stabs) if it's a spriggan, you only have a 1 in 5 chance of attempting a second attack with a min-delay dagger on a lunge.
Now you do get to step away and try again as a spriggan, but the movement-attacks aren't really incentivized as a spriggan (and for non-daggers, the min delay is often above spriggan's move rate, meaning even once you do get to min delay you won't attack on every lunge)
In short WuJian is good with stabbing, Spriggans are good with stabbing, the two don't synergize in any special or overly beneficial way.
Also Assasins aren't amazingly good at stabbing (at least not at the outset) the small bonus to stealth isn't enough to give you a great chance of stabbing things on D:1 and anybody can train stealth+shortblades and pick up a dagger regardless of background. It's mildly nice that they get a +2 dagger, but the starting bonus that's more significant are the blowguns and needles, which can eventually be worked up into some stabbing fantasticness, but only if you're gifted needles, and it's still a harder route to go with than just using evocables and hexes (or even summons for distraction stabs)

If you get to stab something with a dagger, generally the damage is enough to kill it, no bonuses needed anyway. But monsters wake up pretty often; there is no way you can rely on natural sleep stabs.

This does work against melee enemies, but it works with any weapon and has nothing to do with short blades. Besides, I think the lunge multiplier is applied after AC.

Yes, the lunge "range" is a nice benefit to sleep stabbing.

While any spriggan can be considered strong, there is a simple reason that makes such a build weaker than other spriggan stabbers: sleep stabbing is not good.
Sleep stabbing, even with lunge's extra range, while fun, is not strong in the sense that while it gets rid of some monsters, it gives you absolutely no help against others, and usually these are the hardest challenges. You may feel yourself strong when you kill a strong sleeping unique or orb of fire with one hit. But what will you do when one is awake? If you are strong enough to deal with non-sleeping ones, then you do not need to kill the sleeping ones with one hit in the first place, so it is a spectacular, but useless power! (Not completely useless, ok, but not strong.) Lunge's range is nice, but it still won't make sleep stabbing good, since many monsters will be awake from the start, or wake up before you reach it even with lunge.
So if you want a strong spriggan stabber, you need two things:
1. A way to use stabbing against non-sleeping enemies. It has been mentioned: start as an enchanter. With really minor XP investment you can put enemies into sleep or confusion and stab them, which will remain strong till the end of the game.
2. A way to deal with enemies which cannot be hibernated/confused. (High MR, or immune, etc.). While heavenly storm may help with the low damage of short blades, and Wu Jian could certainly be won with spriggans, other gods give you much, much more help with this. Kiku, for example, gives you pain melee which kills most monsters with a dagger, and zombies/simulacra with corpses which kills the few rest (actually you can kill almost everything with just that, but that would be awful to play).. Makhleb lets you summon demons that kills anything. Usually spriggan enchanters do not need a help with stabbing, but abilities to use when you do not stab.
Also:
While I do not have excessive experience with heavenly storm, slaying and short blades are not so "synergic" as you think. While faster attack speed gets more from slaying, there are two things to consider:
1. Slower weapons deal *much* more damage in the first place, you need really high slaying for short blades to even catch up! And slower weapons gives this extra damage without your god ability.
2. Quick blades are extremely rare, you cannot rely on finding one. Other short blades are not that fast: demon whips are better for spriggans than any short blade: it has the same speed as any non-quickblade short blade, and much higher damage.

There are only a handful of enemies in the game which can't be confused. Even in extended most non-fiends and even some tier 1s can be confused. If you can cough up some mana vipers alongside your confuse stabbing to clear OOFs/ancient liches/fiend type enemies you can kill any enemy in the game.
In addition to the confuse spell, confusing touch and mephitic cloud round out stabbers nicely. Dazzling spray can be used instead of confusing touch for a long time.
If you can't find a quick blade, a dagger or rapier of speed is pretty good and it's pretty rare NOT to find one of these across a game. The reason is that these improve your swings/aut when attempting to apply confusing touch *and* give you more attempts to proc a stab vs confused monsters before they break out of it. For any other situation a short blade of speed is crappy, but in this regard they're quite good, especially daggers which are much easier to get near/to the additional base damage cap of 30 from a stab (which then gets a multiplier).
Dagger of speed can average > 60 damage per 10 aut (typical move speed/enemy attack speed) against confused enemies, and against something like gold dragon you have a ~50% chance to confusing touch successfully after 3 swings so against isolated enemies this is very effective.
Regarding needles, with a throwing skill of 20 and +9 blowgun you have a reasonably high chance per hit of paralyzing Antaeus, who has among the higher hit dice of all pan/hell lords. So going assassin --> Trog or Oka and using needles in tough fights is also a legit stabbing choice, especially with Oka who still allows spells too. Poison/curare kiting early game gets the job done fine. For such a build you'd probably put a little XP into a 1h long blade like demon blade for popcorn since it cross trains anyway.
Wu Jian isn't my top pick for stabbers but I admit having a means to pin down confused monsters makes it less annoying to stab them.

Of course you can win a spriggan assasin with Oka/Trog. Needle stabbing is ok. I merely wanted to comment on the OP why his/her combination is not the strongest, by showing some that I feel stronger. I felt that (s)he may overstate the usefulness of stabbing already sleeping enemies.
Trog is strong, in particular she gives you two abilities to deal with hard monsters apart from needles: berserk and brother in arms. She will also gift you a quickblade. Much stronger then Wu Jian in my opinion, I could have mentioned her as well. But feels really different then other stabbers (read: enchanters), since the needle gifts need some time to get useful for stabbing, so you would stab more in the second part of the game, and you will never stab the majority of enemies.
However, if you start with Oka, you will get two abilities, heroism and finesse, neither is strong with short blades. If you do not start as an enchanter then the hex spells (or mephitic cloud) are not guaranteed to generate, especially early enough to matter. If you are an assassin, then you won't really be a stabber for a long time unless you are lucky with some item drops.
So I feel that an SpAs of Oka is weaker than SpEn of Kiku. (Except maybe when you are level 1, the blowgun is better then corona, and for some players this is the most important thing when talking about strength.)
Mana Vipers are very good, but you are not guaranteed to get them.
Of course neither of these builds are hard. You are a spriggan, you have a way to deal with hard to kill enemies: just run away.

Heroism and finesse are both busted on an assassin training short blades and throwing. Even more so on a spriggan that can poison kite, but given the way throwing damage scales having skill-boosted throwing at < .5 delay will absolutely massacre things by/before lair. Even if all you're throwing are tomahawks it hits very hard (enough to kill hydras before they get to melee...comfortably if using finesse but even w/o).
Blowgun is also nice insurance against some otherwise dangerous early monsters, particularly bees but having curare + regular poison against uniques is also very beneficial. Curare is more relevant for non-spriggans admittedly since it lets regular species kite.
Mana Vipers are very good, but you are not guaranteed to get them.
Of course not, but they are pretty common. You have a long time between doing S branches + elf and actually meeting orbs of fire, plenty of time to pick a spell to which the player does have access for beating OOFs. Or maybe the game has a ton of wands of acid/antimagic quick blade and you just use those instead. Depends what you find, same as for most builds you're not going to have (or need) a method to kill OOFs before depths.

I had a good run as a SpAs of Wu, got lucky and found unrandart quickblade and made a nice run. I abused confusing touch in every situation. Often the 1st strike would confuse and the 2nd strike of lunge or ww would stab. Invis + ww in the hall of blades was fun. Gratuitously used serpent lash. Died in tomb when I chickened out of trying vaults 5. I should have tried vaults 5, stupid me didn't realize that vamp brand was worthless in crypt/tomb. All in all a very fun play style, wu rewards good positioning, and the extra attacks are great for crowd control. I should've used storm more. I'm going to keep trying this combo, it's very satisfying to one shot mennas and other scary uniques. My favorite situation was to have confusing touch up, be against a wall with 3+ mobs surrounding me, activate lash and wall jump to deal enough damage to make chunks.

If you were scared of V:5, you should have gone to the Abyss or Slime instead. Why did you choose Tomb? Tomb is the last place you want to go with this kind of character, after getting the other 14 runes.

I've made it to V5 with a similar toon, and it was a traumatic experience. I've never tried tomb before and I figured "what the heck" with a +12 quickblade in tow. I peeked into slime, but didn't have rcorr. Abyss did not cross my mind, in hindsight I should've tried depths next and looked for an abyss entrance.

Generally you want to do Depths before the 3rd rune anyway. This makes you stronger for V:5 as well.

There's also no real reason to be afraid of V:5.
Here's how you do it: standing on the downstairs on V:4, buff up (haste, agility/might/brilliance, spells, whatever), descend, read magic mapping, choose the side with the most promising terrain, blink past the guards, read fear, run. Add more fear and/or fog as needed.
Secure one of the corners, using any resource necessary (consumables, piety), then slowly fan out from there. With movement high speed and high stealth, you don't need a whole lot of space to lose a pursuer: once you've cleared the corridor leading to the corner (where the quadrant's back entrance is), you should be able to abuse that bit of terrain to isolate the enemies coming from inside the quadrant, and from that moment on you can proceed with standard "stabber" tactics.
Throughout all this, if things go wrong, just teleport, and if that doesn't fix it, teleport again.
Be mindful of the noise you make while the floor is still full of enemies (why the popular "immolation strategy" is terrible), which in this case means heavenly storm isn't an option at first (incidentally, heavenly storm is just kind of awful in general; the only sensible way of using it without it backfiring spectacularly is when you know for sure nothing dangerous is going to show up while you fight your intended target, which essentially means you're using much like you'd use an extremely noisy berserk that costs a boatload of piety; IMO, if you can berserk, then you have no reason to ever use heavenly storm).
