rMsl from scarves permanent until scarf removal?

The old rMsl spell ablated after repelling some missiles. Does the scarf version drop or is it permanent? Can it be dispelled by quicksilver bolts etc?

Another alternative, if you need one, is to go with Qazlal for deity and rack up some piety for a mostly permanent RMsl. (It stays as long as you don't drop below 4 pips.)
