In other words: will it become +11 or will it stay +9?

It would be cool if it did, though. A blessing is a miraculous event that should transcend normal weapon enchantment limits.

It would be okay if the blessing raised the max enchantment to +11 or something. Say, you get a special kind of randart that you can enchant while following the god.

If the blessing was the only way to further enchant a +9 weapon it would be pretty bad; there shouldn't be a reward for waiting to bless your weapon.

Argument in favor: Having a special way to make a weapon extra-powerful is fun.

Arguments against: We don't need the top-end of the player power curve to get even stronger. It makes the game more mechanically complex.

Maybe if the gods' overall power were nerfed in exchange (say, piety costs for active abilities were increased)?

+2 slaying on top of a +9 weapon is good but not that GOOD that it would require a TSO nerf. It's not like it suddenly turns your character into a 40/40/40 defense behemoth with firestorm,glaciate,shatter and tornado.

Not to mention the holy brand is only useful in extended which is just a boring victory lap.

I don't see why not. Even if players don't wait, they're only missing out on 2 slaying which is nothing much in the endgame. If it was an earlygame decision it would carry slightly more weight, but most people don't have maxed TSO piety and a demon weapon early enough for it to matter.

The current situation incentivizes for you to get to +7 anyway, to not waste any enchant weapon scrolls.

Blessing your weapon with TSO also acts as a Holy word scroll, found that out in Crypt upon reaching max piety with dudes still on screen. Pretty cool flavor!

Actually currently blessing your weapon any time before wnchanting to +8 is the same, there is no reason to wait until its +7.

I would actually recommend (if the rabbit hole is to be explored) that the +2 be tacked on as part of the brand, so whether or not it can take you above +9, it doesn't matter when you brand it.

From the balance perspective I would rather remove the extra enchantment, just changing brand to holy is already good enough

Let's not go overboard by nerfing the procedure. Almost never in the game will the blessing happen to more than a mildly enchanted weapon, and the current +2 is probably meant as an incentive to pick a mediocre demon weapon instead of the fully enchanted two-handed weapon you have by that time (if you do). Removing the +2 will probably make it optimal to always go for the biggest and highest enchanted weapon you have by that time. I would not like that.
