is 1500 turns enough to activate OOD monsters?

On D:5 I ran into a bunch of deep trolls. Was 1500 turns enough to activate OOD? I died as a result of this and a few mistakes. One of my mistakes was coming back to d5 after being overwhelmed on d6, I should have stayed on d6 where I would have had a better chance.

OOD spawns begin on turn 0 on levels that are not D:1 and D:2. 1500 is long enough to increase the chance by a lot.
