RC File Edits for Skill Advancement

These two lines have helped me stop over-training my weapon etc. and make it less risky to only be training one skill at a time.

Personally I use Gammafunk's target_skill script. You can set a desired skill level and the game will interrupt you and automatically open the skill menu once you hit it.
