3 Lair runes, Vaults, Abyss, Tomb.

If you got both lair hell and pan orc, you could get 15 runes without depths.

Yes, getting any of the Hell or Pan runes (the latter e.g. through the pf_orc_diabolical Orc end vault) to complete VoC III is allowed, and I think this was always intentional, at least for Hell since I think the evil_forest end has been in for a long time.

I did check the banner awarding code to be sure, and all it cares is that when you get 6 runes (or 4 runes for VoC II), that you haven't entered Depths thus far. I doesn't check what the runes are or what other branches besides Depths you've entered.
