Yes, and it also works with the Screaming mutation, which I did get in my Ru playthrough. Too bad I also sacrificed Hexes in that game.

Why is sacrificing words or being a VineStalker significant?

Because as VS you want to use quickblade instead of 2h weapon and you will quickly restore MP spent on casting Silence spell due to bite. As one who sacrificed words you don't care much about silence because you cannot read blink/teleport/fear in danger anyway.
