Is optimal play with a weak mummy in vaults waiting on the upstairs until you've killed everything on the level? Because I feel like it might be.

It costs piety but yes, it can be useful. It is optimal to shout from stairs with Mu of Chei in heavy armour because piety does not decay and you have no stealth anyway.
