I thought you were asking if flying made gargoyles faster (because it does tengu)

Yes, boots of flying work whether you're flying or not and whether you're a gargoyle or not.

Flying doesn't make gargoyles faster like it does for tengus, though. Tengus seem to be special in that regard. I guess because they're birds and not lumps of stone.
