I assume that when a monster attacks with a weapon, the weapon's base delay is taken into account, but is there anything else that influences attack speed on armed monsters?

(10+[base delay])/2
a speed 10 monster attacking with a bardiche has an attack delay of 15 and one with a spear has an attack delay of 10 or 11 randomly
