when did penance start causing god wrath?

so I'm not thinking and I nuke some of my skelebros with black drac breath. Oka gives me a red card, fair enough I'll work it off. A few hundred turns later and I get a couple stone giants and a high level merfolk pack dropped on me... in lair at XL12. When did this become a thing and why is it a thing?

Killing allies has incurred wrath for a long time, at least as long as I have been playing (around 0.7). It's why Oka is not suggested for any build using summons.

Now boosting the wrath effect was relatively recent, within the past year.

No it hasn't. It has incurred penance, but until a few versions ago, you didn't actually get retribution unless you left the god entirely. Now this is only true for good gods, if I recall correctly.
