What is it? Is it fixed? Is it dependant on skill? On item type?
I don't think there's any info about it in the game itself.

I believe it's based on Throwing skill now, with delay going from 1.0 to 0.5 at max skill.

What Sar said. Specifically, it uses the same math as UC: -1 delay for each 5.4 levels. The delay is also increased by armour to the exact same degree as UC.
