Spell Power gain?

Something I haven't been able to puzzle out, and searches returned irrelevant results so I apologize if this has already been asked and answered.

A spell's "Power" rating - does it go up with use, or does it go up as applicable skills (i.e. Ice Magic and Enchanting) go up?

The biggest factors in spell power are your int and the spellcasting skill. These are also the big factors in decreasing spell hunger.

Leveling spell schools mostly increases the success rates. It contributes to power as well, but it takes a lot more levels to make a noticeable difference.

The formula is (Spellcasting/2 + 2*avg school skill) * INT divided by 10 * (1.5 ^ enhancer count). Spell schools weight 4 times more than spellcasting in the formula.
