"Spellbinder" + Lightning Balls + Allies = penance

I was attacking a caster with "spellbinder" demon whip and first the weapon gave me an ally and then the weapon summoned lightning ball which exploded and damaged the ally. I was with Okawaru so I immediately got under penance without any warning (no warning was displayed during weapon wielding either). Should I report a bug or is it a feature?
Underestimated: cleaving, Deep Elf, Formicid, Vehumet, EV
Overestimated: AC, GDS

I think it's a "feature". I think I remember an older thread where people advocated for removing Okawaru's don't-harm-allies conduct because of cases like this. Note that Spellbinder would be even worse with Okawaru if you were intentionally summoning allies with spells or evokables.
