Getting fire dragon scales

There's a treasure trove in my game which wants +2 fire dragon scales. Sounds easy, since those things are supposed to drop from fire dragons. But by now I've killed 16 fire dragons (8 myself, 8 through my summons), and no scales have dropped. In addition, I've killed 3 gold dragons, 4 shadow dragons, 3 storm dragons and 12 ice dragons, and none of them have dropped any scales either. Is this just bad luck, or am I doing something wrong? Does it matter how you kill the dragons? (I'm a mummy fire elementalist and mostly using fireball & ignition, but lightning spire and force lance against the fire dragons.)

It might be Gozag, he stops dragons and trolls from dropping their armor when he turns their bodies to gold.

Ouch. Yes, I'm worshipping Gozag. So that basically means I'm out of luck unless I happen to find one lying on the ground? (Which is, I believe, very rare.)

Or if you would want to request an armour shop anyway, you might get lucky. But don't do it just for a trove.

artifacts count for troves too, so you can dump trashy artifacts with bad properties like slay-6 +2 FDS to get into troves.

Sure, but I didn't have any artefact FDS's either.
