Which part of extended should I do first? I did tomb first with my GrEE, but he had shatter and firestorm, which made it easier. Should I do pan first? Should my strategy for unique demon lords be to summon 3-4 angels, then whack him until he dies? One bad thing is that I lack good gloves, boots, and cloak.

As someone who tried extended for the first time recently :

* Pandemonium is bad because when you change level you can land in a bad situation with no way to go back, this is a one way trip, but once you have "landed" so to speak, it is only a level full of demons with one big bad Panlord somewhere. So basically most of "usual" strategies (except stair dancing) works here, you can run/hide/rest/teleport away. (I landed once next to a Unique Pan Lord, that was a bit disturbing though) Pandemonium is a bit like doing vault:5 over and over again (even though half the time you will land in a safe place)

The strategy is that as long as you are not on a special level, you try to skip it as quickly as possible. To get the runes, you don't have to kill the Pan lord.

* Hell might be more predictable (you can visit the same level multiple time), and if you change level in a bad spot, you can use the portal back to the vestibule of Hell, so the part about changing level is easier. However the rest is worse, you can not rest without triggering some debilitating effect, and if it happens in the middle of a fight it came be devastating.

But on the other hand, it is easier to escape from Hell that from Pandemonium, where you need to find a portal and go though Abyss to go back to the Dungeon. If you have a few scroll of mapping to spare, you can use them in emergency in pandemonium to find a quick exit.

For what it's worth I managed to get all the Pandemonium Runes, but chickened out after the acquisition of the first Hell Rune.

I never tried to enter Ziggurat, I am not sure how the first level compare to both hell or pandemonium.

Tomb is probably easier than Pan and Hell, it is just boring to stair dance for every greater mummy. Particularly on Tomb:3 entrance, it is better to fight on Tomb:2 to not bring more monsters.

I like Pan -> Hell -> Tomb.

Tomb probably easiest though with Gr and TSO. Go slow and bring mummies back to you like the greaters and priests. Mummies are slow anyways.

Pan be weary leaving certain levels makes it impossible to get back to them.

Tomb is the easiest for anything except maybe DD, for Gr of TSO it's much easier than V:5.

With your character, Gehenna should be fairly straightforward.

I would strongly recommend that you don't fight any hell lords. I also wouldn't usually fight Lom or Cerebov (both speed 10). Just buff up, read tele, grab the rune and get the hell out. Using summons for distraction is an excellent idea. I'm not saying that you can't kill them, but getting frozen and then whacked in the face twice by Antaeus can put you in immediate danger.

Doing tomb first is probably fine too. The good thing about tomb is that it's extremely predictable and that you have a very high damage weapon.

Got the haste spell somewhere? If you do, that's what I'd pour most of my XP into from here.

I already won. I killed all of the hell/unique pan lords, by summoning angels, hasting myself, and beating them until they died. Lom Lobon gave me some trouble, as he tornadoed me apart from my allies, but then I attacked him again by sitting him in a hall between me and an angel, and then beating him to death. I never found a good cloak/boots/gloves.

Secret tech: If you have the Haste spell, use it on your angel buddies; they're great vanilla but *really* great hasted.

Yeah, I know... but if you do have the spell, hasting allies was something I didn't do for a long time but is really useful.
