The duration and frequency of respawns is pretty random, and decreases the more time you've spent on the level, also the longer you've been on the level, the more likely the respawns will be significantly harder than the level normally spawns (Typically referred to as an OOD or out-of-depth) spawn.

Today I got a Stone Giant in D:10, right outside the Lair entrance, after having collected four Runes and doubled back and forth between the Lair and the Vaults/Hell areas many many times. By then he was trivial for me to kill, but still, wow.

In most levels, monsters will stop spawning after you spend 20000 turns on it, but the game will spawn insanely OOD stuff. So, you could "fully clear" a level and render it monsterless. There are a few places where this doesn't work, though.

20k turns is a lot... why would anyone spend so much time on a level? It just annying that when you return to your stash you have to kill some harmless stuff and just waste your time without gaining anything. I remember abyssing myself for few times from the level with the vault and every freaking time I had to kill some ogres or something similar...

There is no real reason to do that except as a challenge. Some people roll mummies and only go to the next level after the current one is "cleared". This can be interesting with the insanely ood stuff, but becomes pointless after a while. The 20k limit is there because it prevents infinite scumming, no one is expected to actually reach that limit. And in practice you can scum already, I think the time limit mostly matters for areas which don't have strong OOD enemies.
